A system such as a health information exchange or a national routing service that relays fact-of-death notifications from a Death Record Source to one or more Notification Receivers. An intermediary routes on the message header alone and does not need to inspect or alter the decedent content; when it relays a notification it becomes the MessageHeader.sender while the originating jurisdiction remains the Provenance author.
