| Create ValueSet resources | SHALL | Can create FHIR ValueSet resources with appropriate include/exclude criteria. |
| Conform to Executable profile | SHALL | Can ensure ValueSets conform to the CRMI Executable profile where required. |
| Write FSH for ValueSets | SHALL | Can author ValueSet definitions using FHIR Shorthand (FSH) syntax. |
