| Create BPMN 2.0 diagrams | SHALL | Can create business process diagrams following the BPMN 2.0 standard. |
| Create overview process diagram | SHALL | Can create an overview diagram reflecting all key business processes for the health area. |
| Create detailed workflow annotations | SHALL | Can create detailed workflow annotations for each identified business process with activities, decision points, and interactions. |
| Apply 80/20 generalization rule | SHALL | Can ensure workflows capture 80% of the scenario, leaving 20% for country-level adaptation. |
| Use swimlanes for personas | SHALL | Can assign activities to the correct persona swimlanes in BPMN diagrams. |
