This is the ValueSet that contains all the codes in Safety (http://hl7.org/fhir/uv/pocd/ValueSet/safety) and Safety Classification (http://terminology.hl7.org/ValueSet/safety-classification). E.g. what you have to deal with if you get resources containing codes in either of them
