If present, indicates a request for the server to index QuestionnaireResponses recorded against this Questionnaire by this particular answer value.

Servers typically won't want to index by every single answer in a QuestionnaireResponse, as that would quickly become very expensive. This extension allows narrowing down exactly where indexing is required.
