This is the ValueSet that contains all the codes in DefinitionTopic (http://hl7.org/fhir/ValueSet/definition-topic) and DefinitionTopic (http://hl7.org/fhir/ValueSet/definition-topic). E.g. what you have to deal with if you get resources containing codes in either of them
