This profile does not represent an actual order, but it can guide caregivers and medical personnel about what is important for the person. This profile sets minimum expectations for the Observation resource to record, search, and fetch for patient treatment intervention preferences. It specifies which core elements, extensions, vocabularies, and value sets **SHALL** be present in the resource and constrains how the elements are used. Providing the floor for standards development for specific use cases promotes interoperability and adoption.This profile represents information that is required during a public health emergency/outbreak.
