Only a CMS-identified Consensus-based Entity has the authority to define identifiers under this naming system.

Quality Measures used by the Centers for Medicare & Medicaid Services (CMS) for quality measurement programs can be endorsed by a "Consensus-Based Entity" (CBE). When this occurs, the consensus-based entity assigns an identifier for the endorsed measure, and this identifier is carried as part of the specification. The MADiE environment currently allows this identifier to be specified on FHIR-based measures using an "Identifier" type with a "type" of "endorser" and a "system" of "https://madie.cms.gov/measure/cbeId"

The Clinical Quality Information WG stewards, maintains, and publishes this naming system on behalf of CMS in support of standards for the representation quality measure specifications, including the FHIR Measure resource, as well as the US and UV realm Quality Measure specifications.

No version management is currently defined for this naming system (i.e. there is only one version in use).
