7.20.0 Service Request

FHIR R4 uses the ServiceRequest resource to reference an order or recommendation for many resources including Encounter, Procedure and others. An order or recommendation to perform an observation is basically a request for a procedure to be performed.  Starting with FHIR R4, all requests associated with QDM concepts are handled by ServiceRequest except MedicationRequest, DeviceRequest. QDM does not reference other FHIR options such as CommunicationRequest, CoverageEligibilityRequest, EnrollmentRequest, and SupplyRequest. Therefore this section of the QDM to QI-Core mapping references each of four observation-related QDM datatypes (assessment, diagnostic study, laboratory test, physical exam) as well as encounter, intervention and procedure.
