A FHIR server conforming to the Point-of-Care Device Implementation Guide shall: * Implement the "RESTful FHIR" exchange framework according to the FHIR specification. * Accept both XML and JSON resource format for interactions. * Support all profiles, extensions, and terminologies as defined in this implementation guide. * Support transactions.
